She is lovely. Does she have arms? If you were developing this for animation, that would be the first question the animators would ask. Even if she is meant to be a jellyfish (or some other creature that doesn't have arms) we would usually find a way to at least imply them, because they are so important to performance. The same would be true of pupils in her eyes.
